The last fifteen Londoners decide to leave, likely accepting their inevitable death in the blizzard.

The granaries fill up, new mines produce enough coal, and temperatures of -30 become almost normal.Ominous WarningRefugees arrive speaking of an impending apocalypse. An explorer from another colony, Nansen, allegedly ordered them to flee. Columns of more than 200 refugees converge on the city.Moral DilemmaThe leader wonders if he can welcome 200+ refugees, which would double the population in days. Many are sick or weakened.
