L’évaluation des politiques publiques

L’évaluation des politiques publiques vise à apprécier les impacts d’une politique, en qualifiant ou quantifiant ses effets, pour juger de sa valeur au regard d’un ensemble de critères, dans l’objectif de l’améliorer et d’éclairer la décision publique. Elle permet ainsi d’apprécier le bon usage des financements publics et la soutenabilité des politiques, des projets, ou des mesures vis-à-vis de l’environnement, du développement économique et du progrès social. Elle contribue à la transparence de l’action publique et lui permet de rendre des comptes aux acteurs concernés. Depuis plusieurs années, les démarches d’évaluation se développent et sont de plus en plus intégrées au pilotage et au suivi des politiques publiques L’évaluation des politiques publiques recouvre une large palette de cadres réglementaires, de méthodologies, de pratiques, ou d’objets soumis à l’évaluation, mais caractérise des démarches qui partagent un ensemble de principes et d’objectifs.

Public policy evaluation aims to assess the impacts of a policy, by qualifying or quantifying its effects, in order to judge its value against a set of criteria, with the objective of improving it and informing public decision-making. It thus makes it possible to assess the proper use of public funds and the sustainability of policies, projects, or measures with respect to the environment, economic development and social progress. It contributes to the transparency of public action and enables it to account to the stakeholders involved. For several years, evaluation approaches have been developing and are increasingly integrated into the management and monitoring of public policies. Public policy evaluation encompasses a wide range of regulatory frameworks, methodologies, practices, or objects subject to evaluation, but characterizes approaches that share a set of principles and objectives.

  • Definition and objectives of public policy evaluation
    Public policy evaluation is an approach aimed at assessing the impacts of a policy (a specific measure, a public investment, a set of actions or projects, a law, etc.), in order to judge its value against a set of criteria, with the objective of improving it and informing public decision-making.
    The types of effects that evaluation examines can be economic, environmental, social or societal in nature and cover issues of governance or risks, for example.
