Le dispositif « Services publics écoresponsables » (SPE) a pour objectif de généraliser la prise en compte des enjeux d’écoresponsabilité et de développement durable dans le fonctionnement et les métiers des services publics de l’État et de manière volontaire des collectivités et des établissements hospitaliers.

- Eco-responsible public services, accelerators of the ecological transition in public servicesDevice objective• The "Eco-responsible Public Services" (EPS) device aims to mainstream the consideration of eco-responsibility and sustainable development issues in the functioning and work of state public services and, on a voluntary basis, local authorities and hospital facilities. • Both participatory, dynamic and accessible, this device is based on a foundation of 20 concrete and achievable measures and the mobilization of all public officials, who become actors in the ecological transition of public services by carrying out actions and initiatives at the local level or within their service, as close as possible to their missions. It also enables citizens to observe the transformation of practices in public administrations and facilities. It embodies daily ecology within all state services, through a sustainable public transformation tool.Framework and governance• Initiated by the ecological defense council of February 12, 2020, the device is deployed through the Prime Minister's circular no. 6145/SG concerning the State's commitments to eco-responsible public services. It is based on an inter-ministerial working and project community to foster peer exchange, best practices and innovations. It also aims to mobilize communities of stakeholders in each ministry and public facility. It relies on public bodies, the sustainable development club of public facilities and enterprises, a coordination structure promoting strategic reflection and the implementation of sustainable development in public organizations, and an experimentation venue for the public sector in terms of corporate social responsibility. • Prime Minister's circular no. 6145/SG concerning the State's commitments to eco-responsible public services (336.8 kio, PDF) Download in new windowMeasures and issues• The measures address the following ecological transition issues: • sustainable mobility of staff, • elimination of single-use plastics, • zero-deforestation purchasing policy, • more environmentally respectful food, • reduced energy consumption in public buildings, • elimination of phytopharmaceutical products, • circular economy and controlling the carbon footprint of digital technology.Oversight and 2020 review• Under the coordination of the General Commission for Sustainable Development, the device is overseen, under the authority of the Secretary General of the Government, through annual monitoring of commitments and promotion of the most ambitious and innovative initiatives. • In 2020, despite the pandemic, the device was deployed in public administrations and facilities and state operators, by a dynamic professional community, and the implementation schedule for the measures was broadly maintained. Measures concerning public buildings and the greening of the state vehicle fleet were accelerated through the France relance plan.
