The "Green Growth Commitments" (ECV) aim to strengthen the partnership between the State and private actors carrying innovative projects that contribute to ecological transition.
- Overview of Green Growth CommitmentsOrigins and Framework• The "Green Growth Commitments" (ECV) were launched in 2016 by the Ministry for Ecological and Solidarity Transition (MTES) and the Ministry of Economy and Finance (MINEFI). • Established for a three-year period through a co-construction process, they aim to strengthen the partnership between the State and private actors carrying innovative projects that contribute to ecological transition.Private Initiative SupportThe State relies on pioneering initiatives led by the vital forces of society to advance its public policy objectives.
- Objectives of Green Growth CommitmentsObjectives Overview• Green Growth Commitments have a dual objective: • remove barriers identified by economic actors, particularly those related to innovation for ecological transition; • promote innovative pioneering projects in the circular economy to ensure their dissemination across the entire sector concerned. Advances achieved in a Green Growth Commitment must ultimately benefit all actors working on the same theme.
- Nature of Green Growth CommitmentsNature and ScopeGreen Growth Commitments, which are not a financial instrument, complement the State's standard financial aid. They are not intended to grant exemptions or waivers, but to clarify the interpretation of regulatory texts or facilitate their application: in Green Growth Commitments, work proceeds within the existing legal framework in compliance with texts in force at national or European level.Flat Glass Building Recycling• Recycling flat glass from buildings, a Green Growth Commitment initiative. • This site primarily recycles flat glass. The annual flat glass supply is estimated at 200,000 tonnes. These 200,000 tonnes comprise two-thirds façades and partitions and the remaining third is windows. Glass container recycling is highly organized today. Container glass is packaging glass, while flat glass here is from buildings. This is completely new and we can say today that there is practically no recycling of flat glass from buildings. • Flat glass manufacturers are very eager to source cullet. Cullet is recycled glass because it creates significant savings, particularly energy savings—25 percent less energy compared to using sand; it conserves natural resources because when glassmakers use cullet they do not extract it; and there is meaningful CO2 savings since for every tonne of cullet used, approximately 900 kg is saved. • We brought together four federations from the building sector. We will first undertake communication toward the general public and professionals to say that flat glass from buildings can be recycled. Next we will create a tool for craftspeople and industrialists—a map of all collection points in France—and we have developed a flat glass collection methodology. • Glassmakers' specifications are very demanding, so collection must be carefully controlled, and the final objective is of course to obtain indicators. We already know that economically this sector is viable, but now we must convince.

La loi de transition énergétique pour une croissance verte crée un élan d’écologie positive qui lève les freins, libère les initiatives et donne à chacun le pouvoir d’agir. Ce sont tous les acteurs qui feront progressivement émerger un nouveau modèle de société qui allie progrès économique, écologique et humain. Cette dynamique va être amplifiée par la stratégie nationale de transition écologique vers un développement durable 2015-2020. Elle succède à la stratégie nationale de développement durable 2010-2013 et fixe le nouveau cap en matière de développement durable. Cette troisième stratégie innove par son ambition de définir un modèle de société plus sobre à horizon 2020. Ce nouveau modèle repose sur des leviers existants à amplifier et des opportunités à développer.

La croissance économique mondiale est étroitement dépendante de la consommation de ressources matérielles (ressources minérales, biomasse, ressources énergétiques fossiles). Or, la plupart des problèmes environnementaux comme la raréfaction des ressources, le changement climatique, la dégradation mondiale des écosystèmes, les émissions polluantes et les déchets sont liés à l’extraction, la production, l’utilisation et la consommation de ces ressources.
